An Update on the Use of Town Sand, Salt, Equipment and Labor

The Town Board recently voted to update its policy regarding the use of Town owned supplies, equipment, and employee labor. We recognize that, for many years, residents have understood that certain materials or services such as sand, salt, or occasional assistance with private driveways were available for public use.

To ensure fairness, clarity, and responsible stewardship of taxpayer resources, the Town has updated and clarified its policy.

At the February 3 Town Board Meeting, the Board voted to approve the addition of Town Policy 420: Use of Town Supplies and Employee Labor on Private Property to the Martell Town Policies. The policy provides clear guidance on how these resources may be used.

420.1 Use of Town Owned Supplies
The use of Town owned supplies, including but not limited to sand, salt, and gravel, for any private property or personal purpose is strictly permitted.

420.2 Use of Town Employee Labor and Equipment
Town officials and employees are prohibited from using Town equipment (such as the plow or tractor), or Town labor to perform any work on private property, including sanding private driveways or any other maintenance.

To help protect Town property and ensure these materials remain available for public road maintenance, the Town has installed video surveillance at the sand and salt storage area. This step is intended to prevent misunderstandings and support consistent application of the policy, not to single out or penalize residents.

Town materials, equipment, and employee time are funded by all taxpayers and are intended solely for maintaining public roads and public property. Clear and consistent rules help promote fairness, reduce liability concerns, and ensure that public resources are available and used for their intended purpose.
